Position Title: Instructional Designer 

Location: Eastern & Central Time Zones (Atlanta, DC Metro, Maryland, Virginia, Florida, Tennessee, South Carolina, North Carolina)

Position Summary 

Working closely with EMI clients, our training partners, and internal staff, and with moderate supervision, this position is responsible and accountable for collaborating on successful training projects. The position must demonstrate a strong alignment and understanding of how methodologies such as the ADDIE model, adult-learning principles, and an agile approach to design/development supports training development excellence.  Working diligently with other project team members, ensure communications are open and frequent, either in-person, video/audio, or by email to confirm expectations regarding assignments and timelines, etc.   

Primary Responsibilities 

  • Provide high-quality, collaborative and knowledgeable support to clients on the design and development of training projects. 
  • Conduct analysis, design, development and evaluation tasks for training products and services, applying principles of instructional systems design 
  • Create planning documents and design documents 
  • Develop course outlines, storyboards, and scripts 
  • Create facilitation and instructor materials for in-person, virtual, or hybrid training 
  • Provide development of learning products based on sound instructional design methodology, adult learning theory, and innovative application of instructional technology 
  • Create learning experiences using a learner-centered approach 
  • Ensure deliverables meet standards for accessibility, such as 508 
  • Conform design and delivery approach to utilize applicable learning management system and meet client guidelines 
  • Collaborate with other professionals that are part of the EMI team in a manner that utilizes all skill sets for the best possible client recommendations and products 
  • Provide quality customer service, ensuring that EMI maintains an exceptional reputation for integrity and customer focus. 
  • Engage with stakeholders and SMEs to inform content and design decisions 
  • Work collaboratively with the project team 
  • Collaborate with the EMI team and other professionals having learning, HR and OD skill sets to apply to projects 
  • Support strong communications and relationship building with the client, based upon sound consulting and instructional design expertise 
  • Specific project responsibilities may include one or more of the following: 
  • Participating in client team meetings during course planning and subsequent development/editing 

 

Functional Competencies (Required) 

  • Instructional design knowledge, skills and experience for design and development of eLearning training, with experience in design and development of instructor-led training 
  • Technical knowledge and abilities to utilize Adobe Captivate, Lectora, Articulate Storyline and client online systems and resources for eLearning design and development, seeing the project through from outlines to storyboards and scripts to production and launch (As required by client) 
  • Knowledge of, and commitment to, integrating principles of adult learning for the design of highly engaging and interactive training experiences 
  • Ability to conduct a training Needs Assessment to gather information and provide a well-written report offering guidance for designing and developing training with respect to technology, methodologies, approach, sequence, timing, and specific strategies 
  • Flexibility and commitment to meet project needs and pacing 
  • Ability and desire to work well on a team, leveraging the differing strengths of other ID's and training colleagues; work collaboratively and provide peer feedback when needed 
  • Content analysis skills 
  • Research skills for creative content delivery and best-fit learning methods within eLearning and instructor-led development 
  • Course design, course development, course evaluation and assessment expertise and experience 
  • Excellent writing skills, demonstrated through a variety of training materials, such as Instructor Guides, Outlines, Narration Scripts, Needs Assessment Report, Storyboards, and Surveys  
  • Ability to apply technical knowledge for integration of appropriate photos, graphics and video 
  • Media expertise sufficient to accurately describe to a media specialist the need for video, image selection 
  • Demonstrated ability to take the initiative and ownership with a focus on continuous improvement      
  • Demonstrated excellence in providing customer service and developing and maintaining strong client relationships 
  • Efficient management of multiple tasks with competing and changing priorities, proactive planning for and anticipation of client business needs in order to ensure smooth operations and the completion of projects on time and within budget 
  • Flexibility and commitment to be responsive to client needs and pacing while supporting the project and contract requirements 
  • Ability and willingness to address conflict and communicate project boundaries professionally and productively 
  • Gather technical requirements and constraints for project development, including requirements relative to 508, SCORM and the specific LMS 
  • Innovative application of instructional technology with 508 compliance 

 

Additional Competencies (Preferred and Depending on Project Requirements) 

  • Ability to effectively engage with a variety of stakeholders related to challenges in training interventions 
  • Problem-solving skills related to eLearning and instructor-led development tasks, including software technical issues and web or learning management systems issues 
  • Basic to intermediate graphic design skills to include and tailor various graphics (images, clipart, etc.) to the project 
  • Demonstrated experience creating short videos, and recording and editing audio narrations 
  • Ability to conduct and lead a formal training needs assessment, engaging with varied stakeholders in a planned and thorough process 
  • Ability to utilize needs assessment to complete a gap analysis and determine training needs and opportunities  
  • Strong experience and skills in writing formal reports which summarize project findings, analyses, and deliverables 
  • Strong business acumen and consulting skills to use Instructional Design subject matter expertise interfacing with clients, serving client needs while ascertaining and maintaining appropriate project boundaries with respect to scope, timeline and budget 
  • Utilization and knowledge of a wide range of communications activities, including the development of web pages and eLearning 
  • Technical expertise to address issues through online systems, i.e. Sharepoint, Google Drive, etc. 
  • Problem-solving skills related to eLearning development tasks, including software technical issues and web or learning management systems issues 
  • Knowledge of appropriate integration of learning and development approaches with process improvement, strategic human resource management programs, and organizational change, including organization development initiatives 
  • Software skills in Lectora, Articulate Storyline, Camtasia, Captivate, and/or other comparable tools 
  • And potentially, web page development in conformance with responsive web design best practices and 508 accessibility requirements 

 

Education, Knowledge & Experience 

  • Bachelor's Degree in instructional design, instructional technology, or closely related discipline; Masters strongly preferred 
  • 3 to 5 years of applicable, formal design experience using relevant Instructional Design models and eLearning software for design, development and evaluation. Must include substantial experience developing course outlines and storyboards and writing scripts 
  • Consideration will be given for a degree earned in a related field, and/or for experience in instructional design without an advanced degree 
  • Advanced Microsoft Office skills (PowerPoint, Word, Excel, Outlook) 
  • More than 1 year of experience as an employee or contractor for the federal government, interacting directly with the primary client contact, preferred 
  • Training consulting experience and experience in skillful navigation of learning design challenges with the client, including eLearning
